Mayor Pauline Cutter called the meeting to order at 4:06 p.m.

2. DISCUSSION ITEMS
2.A. 19-128 Update on BART San Leandro Station Improvements
BART representative Charlie Ream provided an update on improvements underway or planned at BART’s San Leandro Station.
Committee Requests/Direction to Staff:
Mayor Cutter would like BART to explore landscaping options to help with the pigeon problems.
Vice Mayor Lopez would like BART to research a secure bike station structure similar to the BikeHub at the Fruitvale Bike Station. BART will provide data to help identify funding opportunities and a bike plan for San Leandro.
Council Member Cox thanked BART for their work and their efforts to balance the need for attractive landscaping with more bike spaces.

2.B. 19-129 Update on AC Transit BRT Project
AC Transit representative Joe Callaway, Robert Del Rosario, Phillip Halley, and David Wilkins provided an update on AC Transit’s East Bay Bus Rapid Transit (BRT) Project.
Committee Requests/Direction to Staff:
Vice Mayor Lopez inquired as to the number of workers employed on the project based on the jurisdictional data provided (Oakland and San Leandro workers), and requested more outreach about work opportunities for residents on this project.
Mayor Cutter would like AC Transit to look into a supplementary conventional route once BRT is operational, and asked AC Transit to survey students at the schools that will be impacted.
Vice Mayor Lopez is concerned about parking spaces during the interim operation configuration. There will be lost spaces due to conventional bus service until BRT becomes operational and curbs get painted.
Mayor Cutter would like AC Transit to obtain Flex Shuttle data and input from businesses regarding parking and bicycle spots.
Vice Mayor Lopez would like follow up on the impacts of the anticipated Shoreline development to bus routes serving that area.
Mayor Cutter would like to review the punch list and identify items that AC Transit must fix in the future for San Leandro.

2.C. 19-130 Staff update on Project Development Projects
City Engineer Nick Thom presented images that will be displayed at the public meeting for Farrelly Pool on March 27, 2019.
Committee Requests/Direction to Staff:
Status update on Farrelly Pool will be included in the next Facilities and Transportation meeting.
2.D. 19-031 Staff update on Land Development Projects
Due to the length of the meeting, the Update on Land Development Projects was postponed until the next meeting.

2.E. 19-032 Discussion Regarding Future Agenda Items
Next Facilities and Transportation meeting will be scheduled in April. Future items to include:
a. Neptune Drive FEMA Flood Control Project
b. Eden Road
c. Neighborhood Traffic Calming Program
d. Crosswalk Request and Recommendations
e. Bicycle Network - West
f. CIP Fund Programming & Prioritization
g. Common Networks
Committee Requests/Direction to Staff:
City Manager Jeff Kay would like to add Common Networks to the future agenda for the committee to review.
Engineering and Transportation Director Keith Cooke would like to include updates on the Main Library and Marina Community Center Audio Visual Equipment.
Mayor Cutter would like to review the current CIP budget and review any cost savings.
Council Member Cox would like more information on the focus group meeting hosted by Alameda CTC about the E. 14th Street/Mission Boulevard/Fremont Boulevard Multimodal Corridor Study to be held on March 12, 2019. Since it is a public meeting, they would like to provide comments to Alameda CTC.
