RECOMMENDATIONS

Staff recommends that the City Council authorize the City Manager to execute an updated emergency medical services first responder advanced life support services agreement with the County of Alameda. The proposed agreement will enable the City of San Leandro to continue providing first responder services to the public, which are currently handled through the City's existing contract with the Alameda County Fire Department. The proposed updated agreement covers the period from July 1, 2019 through June 30, 2024 and supersedes previously adopted versions of the agreement.

BACKGROUND AND SUMMARY

On November 1, 2011, the City of San Leandro (the "City") and the County of Alameda (the "County") executed an Emergency Medical Services First Responder Advanced Life Support Services Agreement (the "Agreement"). The Agreement permitted the City to provide, and received funding for, seven First Responder Advanced Life Support ("FRALS") Units and to serve as a designated provider of FRALS, or emergency, Services.

In May 2016, the City and County executed a first amendment to the Agreement (the "First Amendment") to extend the term of the Agreement until as late as October 2017, and revise the revenue and support provided to the City for the services provided under the Agreement. The First Amendment also ensured continued payment for the FRALS Services provided by the City under the Agreement.

In November 2017, the City and County executed the Second Amendment to the Agreement (the "Second Amendment") to extend the term of the Agreement and revise the revenue and support provided to the City for the services provided under the Agreement.
