RESOLUTION of the City of San Leandro City Council to Authorize the City Manager to Execute an Updated Emergency Medical Services First Responder Advanced Life Support Services Agreement with the County of Alameda

WHEREAS, on November 1, 2011, the City of San Leandro (the "City") and the County of Alameda (the "County") executed an Emergency Medical Services First Responder Advanced Life Support Services Agreement (the "Agreement") for the City to provide, and receive funding for, First Responder Advanced Life Support ("FRALS") Units and to serve as a designated provider of FRALS Services; and

WHEREAS, on or around May 24, 2016, the City and County executed the First Amendment to the Agreement (the "First Amendment") in order to extend the term of the Agreement and revise the revenue and support provided to the City for the services provided under the Agreement; and

WHEREAS, on or around November 1, 2017, the City and County executed the Second Amendment to the Agreement (the "Second Amendment") in order to extend the term of the Agreement, revise the revenue and support provided to the City for the services provided under the Agreement, and transfer ownership of Alameda County Emergency Medical Services Agency equipment to the City at no cost; and

WHEREAS, in June 2018, the City Council authorized a third amendment to the Agreement (the "Third Amendment"), which extended its term to June 30, 2019. Subsequent to the adoption of the Second Amendment, the City was notified by the County that the payments from the County for the services provided would no longer be provided beginning in FY2018-19. Those payments were a component of the County's contract with Paramedics Plus for ambulance services and are no longer applicable, so the City's baseline budget was adjusted accordingly; and
