HIGHLIGHTS

1.     CALL TO ORDER

The meeting was called to order at 4:03 p.m.

 

1.A.    Attendance

Committee members present:  Mayor Pauline Cutter, Vice Mayor Deborah Cox and Council Member Corina Lopez 

 

City staff present: Senior Engineer Reh-Lin Chen, Engineering & Transportation Director Keith Cooke, Recreation & Human Services Director Jeanette Dong, Administrative Services Manager Kurry Foley, Administrative Assistant III Jeanie Lau, Associate Engineer John O’Driscoll, Director of Public Works Debbie Pollart, City Manager Jeff Kay, Principal Engineer Michael Stella, and City Engineer Nick Thom

 

Public present:  Estudillo Estates HOA President, Bahar Navab; Jim Prola, Sarah Bailey, Virginia Madsen, and Mike Santos

2.                        DISCUSSION ITEMS 

NOTE:  Discussion items on the agenda were not discussed in sequence as listed to accommodate public comments first at the request of city staff.

 

2.A.                     19-383 Discussion of the Mulford-Marina Branch Library Project

 

Due to the length of the meeting, the update on the Mulford-Marina Branch Library Project was postponed until the next Facilities meeting. 

 

Committee Requests/Direction to Staff:

Vice Mayor Lopez commented that the public should provide input on the schematic design in a community meeting.  

 

2.B.     19-384 Staff Report for City Council Facilities and Transportation Committee Discussion and Possible action to Recognize Former Mayor Tony Santos According to Title 1 Chapter 10 of the San Leandro Administrative Code

 

Assistant City Manager Liz Warmerdam provided an update for discussion and possible action to recognize former Mayor Tony Santos.

 

Committee Requests/Direction to Staff:

Councilmember Cox commented about revisiting the item and possibly look at renaming Grover Cleveland Park.

Mayor Cutter was open to the suggestion of renaming the park but suggested to also include a plaque to provide historical background and commemorate the contribution of the neighborhood.

 

Vice Mayor Lopez would like to have the park renamed in recognition of Mayor Santos and would be ok recognizing the neighborhood and their story.

 

2.C.                     19-835 Staff Review of Regulations Regarding Shared Active Transportation and E-Scooter Activity With the city and the public Right-of-way

 

Director of Engineering & Transportation Keith Cooke provided an overview on E-Scooters, similar shared network vehicles and shared active transportation.  He briefly reviewed current regulations at the Federal, State and Local levels.

 

Committee Requests/Direction to Staff:

The Committee would like to review at a later time regulations for the public-right-away when technology has evolved and improved.

 

Mayor Cutter mentioned that the City’s bike lanes could be improved to accommodate personal transportation devices as options become available in the future.

 

2.D.                     19-386 Staff Update on Project Development Projects

 

City Engineer Nick Thom provided a staff update on Project Development Projects and specifically Farrelly Pool.

 

Committee Requests/Direction to Staff:

Mayor Cutter commented about completing the excavation and demolition before school begins due to noise of construction for the Farrelly pool during the school year.  

 

Vice Mayor Lopez referenced reviewing options on the bids made on Farrelly Pool before giving a recommendation back to the committee.

 

Mayor Cutter proposed the City reject all bids and proceed with a rebid on the Farrelly Pool project. Results of the bids will be provided at the next Council meeting.

 

2.E.                     19-387 Staff Update on Land Development Projects

Due to the length of the meeting the Update on the Land Development Projects was postponed until the next meeting.

2.F.                     19-388 Discussion Regarding Future Agenda Items

Director Keith Cooke discussed agenda items for the next Facilities & Transportation Meeting.  Next Facilities and Transportation meeting will be scheduled in later July as a special meeting. Future items to include:

a. Neptune Drive FEMA Flood Control Project

b. Eden Road

c. Neighborhood Traffic Calming Program

d. Crosswalk Request and Recommendations

e. Bicycle Network - West

f. Automatic Red-Light Enforcement

 

 

3. PUBLIC COMMENTS

Mr. Mike Santos listed accomplishments of his father, former Mayor Tony Santos. He also detailed his service as a council member to the community over the years. On behalf of his mother and himself, he declined the offer of naming a play area in Grover Cleveland Park after his father and requested consideration of renaming the park.

Ms. Sarah Bailey and Estudillo Estates HOA President Bahar Navab discussed concerns about the plans for an enhanced pedestrian crosswalk at the Haas and Bancroft intersection.   And provided comments regarding the bus stop location, to increase pedestrian safety and options to work-around established city street trees.

4. COMMITTEE MEMBER COMMENTS

 

Mayor requested that issues related to the Marina Development be brought to the Committee.
