SUMMARY AND RECOMMENDATIONS

This project installed a High-Intensity Activated Cross-Walk (HAWK) system and enhanced pedestrian crossing equipment at the intersection of Wicks Boulevard and Burkhart Avenue to improve pedestrian safety.
Staff recommends the following actions:

* Accept the work of Columbia Electric, Inc.;
* Direct staff to File the Notice of Completion; and
* Authorize the City Manager to release the performance and payment bonds, and to release the maintenance bonds for the subject project upon successful completion of the one-year maintenance period.

BACKGROUND

Staff routinely receives requests from citizens for improvements to crosswalks throughout the City. Based on those requests, staff conducts analyses that includes traffic and pedestrian counts and reviews collision statistics to generate a priority list for installation of enhanced crosswalks.

This project is Phase 2 of a 2-phased project. This project phase constructed an enhanced pedestrian crossing at the intersection of Wicks Boulevard and Burkhart Avenue, that includes Americans with Disabilities Act (ADA) compliant curb ramps, a pedestrian activated HAWK signal, associated advanced warning signage and pavement striping on Wicks Boulevard. The successful completion of this project keeps the City on the path to improving pedestrian safety for all its residents.

Analysis

Columbia Electric, Inc. was issued a Notice to Proceed for work on this project on November 13, 2018. The work was completed and was performed in compliance with the contract documents and City standards.
