SUMMARY AND RECOMMENDATIONS

This project installed a Rectangular Rapid Flashing Beacon (RRFB) system and enhanced pedestrian crossings at four locations citywide and traffic calming measures at the Dolores Avenue and Grand Avenue intersection.

Staff recommends the following actions:
* Accept the work of Sposeto Engineering, Inc.;
* Authorize staff to file the Notice of Completion; and
* Authorize the City Manager to release the performance and payment bonds, and to release the maintenance bonds for the subject project upon successful completion of the one-year maintenance period.

BACKGROUND

Staff routinely receives requests for improvements for crosswalks throughout the City. Based on those requests, staff conducts traffic and pedestrian counts and reviews collision statistics to generate a priority list for installation of enhanced crosswalks.

This project is Phase 1 of a 2-phased project. The project was phased to allow faster completion. This phase constructed enhanced pedestrian crossings at four locations citywide. The project included the intersection of Dowling Boulevard and Bancroft Avenue, the intersection of Doolittle Drive and Bermuda Avenue, the intersection of Estudillo Avenue and Collier Drive, and on Teagarden Street at Lincoln High School. The project constructed bulb-outs at the crosswalks to shorten the crossing distance for pedestrians, installed solar powered pedestrian activated Rectangular Rapid Flashing Beacons (RRFBs), as well as advanced warning signage and striping on the pavement for vehicles approaching each intersection.
