SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council approve and authorize the City Manager to execute Amendment No. 1 to the existing Non-Professional Services Agreement with Adopt a Highway Litter Removal Service of America, Inc. (LRSA) to provide weekly litter abatement on a City adopted section of Interstate 880 in the amount of $31,152 for Fiscal Year 2019-2020, and to extend the Agreement through June 30, 2020, and to execute three additional one-year extensions at the same price subject to CPI adjustments in future years.
BACKGROUND
The California Department of Resources Recycling and Recovery (CalRecycle) issues annual grants for litter abatement and to encourage bottles and cans recycling. The Public Works Department utilizes these funds to remove litter on north and southbound Interstate 880, from JCT 238 to the Oakland border, including on- and off-ramps. Removed materials are taken to Alameda County Industries in San Leandro for sorting and recycling.
On May 22, 2017 Public Works issued Bid No. 16-17.030 for litter abatement. One bid was received on or before the submittal deadline from Adopt a Highway Litter Removal Service of America, Inc. (LRSA). The City entered into contract with LRSA on July 1, 2017.
Analysis
If authorized, the existing contract will extend for the 2019-2020 Fiscal Year for the monthly price of $2,596, annually not to exceed $31,152. The new contract price reflects a 3.87% increase over the prior fiscal year due to the cost requirement of the San Leandro Living Wage Ordinance. Contract services provide litter abatement four-times per month on the adopted two-mile stretch of Interstate 880. The Agreement will extend through June 30, 2020, with the option for the City to extend the contract annually for three additional years by contract amendment.

• Resolution 2017-139 Authorizing the City Manager to execute a Non-Professional Services Agreement for Litter Removal Services on Adopted Section of Interstate 880 from July 1, 2017 through June 30, 2019 for $59,976.
Fiscal Impacts
The litter removal will cost $2,596 per month for a total of $31,152 for Fiscal Year 2019-2020. The contract price includes a 3.87% increase over the prior fiscal year since the contractor is subject to the Living Wage Ordinance. Services are funded by the CalRecycle grant, Beverage Container Recycling City/County Payment Program.
Budget Authority
Staff will request a purchase order for $25,960 (service for September 2019 through June 2020) for account 594-41-205-5190. There is funding in the 2019-2020 Fiscal Budget for this contract.
