SUMMARY AND RECOMMENDATIONS
Staff recommends City Council adopt a Resolution to approve and authorize the City Manager to execute a Non-Professional Services Agreement with Synagro-WWT, Inc. for the Sludge Haul 2019-20 project. Staff also requests City Council adopt a Resolution appropriating $52,500 from the WPCP enterprise fund balance reserve for 2019-20.

This project will remove approximately 5,000 tons of sludge from WPCP drying beds.

ANALYSIS
As part of the wastewater process, after anaerobic digestion, sludge is thickened to 15% solids concentration. The sludge is then spread on drying beds to air dry, which generally happens during the summer months. Until recently, the Water Pollution Control Plant had 13 drying beds. However, the solar panel installation and stockpile of construction soil has reduced the drying beds to seven. Thus, the sludge layer in each bed is thicker and does not dry as well. This means that the sludge that is transported has a higher water content and costs more to haul than dryer sludge. In addition, market conditions have changed since last year, and the lowest bidder was 26% higher per ton than the 2018 lowest bidder.

In the future, WPCP plans to return two drying beds to service by relocating stockpiled construction soil. In addition, WPCP staff will explore equipment to aid the drying process.

The above project was competitively bid, with the low bid submitted by Synagro-WWT, Inc. in the amount of $52.50 per ton, totaling $262,500 for 5,000 tons.
