City of San Leandro City Council Rules Committee discussion on including a yearly report from the Boards and Commissions to the City Council

Staffreport

SUMMARY

At the July 15, 2019 City Council Meeting, the City Council provided direction to staff to bring forth a discussion on including a yearly report from the Boards and Commissions to the City Council.

Analysis

City Council discussed having the City’s Boards and Commissions provide a report to the City Council providing regular updates to the business of the Boards or Commissions.

Currently the Boards and Commissions consist of nine bodies. This includes:

                     Arts Commission;

                     Human Services Commission;

                     Library-Historical Commission;

                     Personnel Relations Board;

                     Planning Commission/Board of Zoning Adjustments;

                     Recreation and Parks Commission;

                     Rent Review Board;

                     Senior Commission; and

                     Youth Advisory Commission

All Boards and Commissions meet monthly with the exception of the Personnel Relations Board that meets quarterly and the Youth Advisory Commission that meets twice a month.  Annual reports to the City Council would keep the Council informed of the topics and issues Boards or Commissions are discussing, the status of certain high profile projects, and the extent of their work-load.

It was recommended by the City Council for the Rules Committee to further discuss the process of Boards and Commissions providing updates to City Council.  Consideration should include how often reporting would occur, who should provide the update, and when the item would be presented to City Council on the Agenda.
