SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council approve and authorize the City Manager to purchase a new Vactor RamJet sewer cleaner to replace an existing sewer cleaner that is due to go out of service. It will cost $350,349.99 (sales tax included).
BACKGROUND
The City maintains a rigorous program for keeping the City’s sewer system running smoothly. Among other efforts, this program includes regular cleaning of the City-owned sewer lines using high-pressure water from sewer cleaner trucks. In addition, the truck is used to remove blockages that occur in the City-owned sewer pipes.
Analysis
The City’s current sewer cleaner truck is used on a daily basis to maintain the City’s sewer system, which encompasses approximately 125 miles of sanitary sewer pipe lines. So far in 2019, City staff have used the cleaner truck to clean about 80 miles of pipe. This is the primary emergency response truck when there is a sewer backup and is used to remove heavier deposits. The current truck has been in service since 2009 and has reached the end of its useful service life.
Sewer maintenance staff currently use a Vactor brand sewer cleaner and are familiar with its operational and maintenance requirements. In addition, the Vactor cleaner has a cover over the equipment and work area, which improves safety, reduces noise while in use and protects the equipment, which improves service life.
Sourcewell (formally known as the National Joint Powers Alliance - NJPA) is a municipal contracting agency that creates cooperative contract purchasing solutions on behalf of over 50,000-member entities including government, education and non-profit agencies nationwide. Utilizing Sourcewell, staff procured a bid from Owen Equipment, located in Fairfield, CA, which is the closest authorized sales and service vendor for Vactor equipment. The proposal from Owen equipment is attached.
Staff recommends a sole source purchase of the Vactor RamJet sewer cleaner because it best maintains operational and maintenance consistency in terms of staff familiarity with the product and the additional safety provided by the product. Per the attached proposal, the Vactor RamJet sewer cleaner will cost $350,349.99, including taxes.
Budget Authority
The Equipment Repair and Maintenance Fund - Vehicle Purchasing Account 690-16-002-7510 has $253,917.00 earmarked for this purchase. Staff is requesting an additional appropriation of $96,432.99 from the Wastewater Pollution Control Plant Fund to the Equipment Repair and Maintenance Fund to cover the remaining cost of the truck.
