SUMMARY AND RECOMMENDATIONS

State law requires the posting of a Local Appointments List to inform the public of the upcoming vacancies on the City's boards, commissions, and committees during the next calendar year. Staff recommends that the City Council review and approve by motion the posting of the 2020 Local Appointments List.

BACKGROUND

California Government Code Section 54970 et seq., known as the Maddy Act ("The Act") intends to provide members of the community with information about volunteer opportunities on local boards, commissions, and committees. The Act requires the City Council, by December 31 of each year, to prepare and post a list of "...all regular and ongoing boards, commissions, and committees which are appointed by the legislative body of the local agency...with the name of the incumbent appointee, the date of appointment, the date the term expires, and the necessary qualifications for the position."

Analysis

The City has ten (10) regular boards and commissions whose members serve at the pleasure of the City Council. The terms of most board and commission members terminate upon the expiration of the regular term of the Mayor or the Councilmember representing the Councilmember district from which the member was appointed.

The 2020 Local Appointments List includes the following upcoming vacancies and expired terms:
* 3 members of the Arts Commission, with terms that expire on December 31, 2020
* 3 members of the Human Services Commission will expire on December 31, 2020
* 3 members of the Library-Historical Commission will expire on December 31, 2020
* 4 members of the Recreation and Parks Commission will expire on December 31, 2020
* 3 members of the Senior Commission will expire on December 31, 2020
* All members of the Youth Advisory Commission, with terms that expire on ...
