SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council approve and authorize the City Manager to purchase a new International water tank truck to replace an existing water tank truck that is due to go out of service. It will cost $122,529.02 (sales tax included).
BACKGROUND
The City maintains a rigorous program for keeping the City’s sewer system running smoothly. Among other efforts, this program includes regular cleaning of the City-owned sewer lines. The water truck is used to flush the sewer lines using high volumes of water when high-pressure cleaning is not appropriate. In addition, the truck is used at the Water Pollution Control Plant for onsite cleaning and maintenance.
Analysis
City staff uses the water truck for high-volume flushing of sewer lines. This helps control odors and maintains the lines by removing deposits. After blockages are cleared with the high-pressure sewer cleaner, the water truck flushes the remaining deposits downstream. The water truck is also used to refill the sewer cleaner truck in the field, which increases the efficiency of the sewer cleaning crew. In addition, the water truck is used at the Water Pollution Control Plant for cleaning the grounds in locations that do not have water lines and for high-volume flushing of the sewer lift stations.
Sourcewell (formally known as the National Joint Powers Alliance - NJPA) is a municipal contracting agency that creates cooperative contract purchasing solutions on behalf of over 50,000-member entities including government, education and non-profit agencies nationwide. Staff recommends purchasing the water truck from Peterson Trucks, located in San Leandro, because it was the low bidder through the Sourcewell procurement process, under contract number 081716-NVS. Per the attached proposal, the water truck will cost $122,529.02, including taxes.
Budget Authority
The Equipment Repair and Maintenance Fund - Vehicle Purchasing Account 690-16-002-7510 has $107,025 earmarked for this purchase. Staff requests an additional appropriation of $15,504.02 from the Wastewater Pollution Control Plant Fund balance (Fund 593) to the Equipment Repair and Maintenance account 690-16-002-7510 to cover the remaining cost of the truck.
