SUMMARY AND RECOMMENDATIONS

 

Caltrans is requiring the City to update existing maintenance agreements to include existing architectural improvements at the Marina/I-880 and Davis/I-880 Interchanges and allow the installation of new traffic signal control equipment at the Marina/I-880 Interchange and a Pedestrian Hybrid Beacon (HAWK) Signal System at the Davis Street/Carpentier Street intersection.  The agreements document the maintenance responsibilities for each agency for the existing and proposed equipment and will meet Caltrans encroachment permit requirements necessary to complete construction and allow the City to receive grant funding for the installation of the Pedestrian Hybrid Beacon Signal System.

 

Staff recommends approval of a resolution authorizing the City Manager to:

1)                     Negotiate and execute Amendment No. 1 to the 1995 Agreement for Maintenance of State Highways in the City of San Leandro for the Pedestrian Hybrid Beacon at the Davis Street/Carpentier Street intersection and traffic signal improvements at the Marina Boulevard/I-880 Interchange; and

2)                     Negotiate and execute the Freeway Maintenance Agreement (04-Ala 880 PM 22.6/24) for aesthetic and other improvements at the Marina Boulevard/I-880 and Davis Street/I-880 Interchanges.

 

BACKGROUND

 

The City of San Leandro (“City”) currently has agreements with Caltrans to share maintenance of roadway elements (i.e., sidewalk, lighting, power, etc.) for State highway routes such as Davis Street and East 14th Street and overcrossings such as Marina Boulevard located in San Leandro that are under Caltrans’ jurisdiction.  The proposed amendment and new agreements will extend the City’s shared maintenance responsibilities to include the new improvements of Pedestrian Hybrid Beacons on Davis Street at Carpentier Street, aesthetic improvements at the Marina Boulevard and Davis Street Overcrossings, and signal improvement at the Marina Boulevard Interchange.

 

The City was awarded $254,405 in the 2015-16 Highway Safety Improvement Program (HSIP) cycle to install a HAWK signal at the Davis Street and Carpentier Street intersection.   Davis Street is State Route 112 and the City has agreements with Caltrans for maintenance responsibilities on State roads throughout the City.  Additionally, Caltrans plans to install HAWK signals at two locations along East 14th Street at the intersections of 144th Avenue and Cornwall Way/Blossom Way and one on Davis Street at Clarke Street.  These HAWK signals are intended to improve pedestrian safety in the City.

 

In conjunction with Alameda County Transportation Commission (ACTC), Caltrans, and with “fair share” funding derived from the Kaiser Hospital Development’s environmental impact report project mitigations, the City completed the reconstruction of the Marina Boulevard Interchange. The Davis Street Interchange was also completed with funding from SB 1266 - Proposition 1B “The Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006).  Both interchanges include aesthetic improvements to slope paving and bridge fencing currently installed.  As a part of the Hospital Development, Kaiser paid fees that provide for the City’s installation of an adaptive traffic control system for the Marina Boulevard corridor from east of I-880 to Merced Street.

 

Analysis

 

Caltrans requires that the City, as a condition of approval for an encroachment permit to install a HAWK signal at Davis Street and Carpentier Street, amend its existing 1995 Agreement for Maintenance of State Highways in the City of San Leandro to address maintenance costs and responsibilities for the new pedestrian signal equipment.  Additionally, Caltrans requires the amendment with the City of San Leandro to specifically distribute the cost for the new HAWK Signals (Pedestrian Hybrid Beacons), which are being installed by the City.

 

The new overcrossings at Marina Boulevard and Davis Street include specialty aesthetics such as ornamental fencing and architectural slope paving. As a condition of installing these aesthetic improvements at the Davis Street and Marina Boulevard Overcrossings along with proposed adaptive traffic signal control improvements at the Marina Boulevard Interchange funded by Kaiser, Caltrans requires a new Freeway Maintenance Agreement to define responsibilities and distribute maintenance costs.  Upon authorization of the Freeway Maintenance Agreement, Caltrans will approve encroachment permits that will allow City staff to complete the installation of the adaptive traffic signal control system.

 

The additional maintenance work will be performed by Public Works Services staff.  The slope paving requires litter and debris removal and the signals require preventative maintenance such as traffic controller adjustments, lens cleaning and knock down repair.  Funding for litter and debris removal from the slope paving is from the Stormwater Fund 598-58-006, which currently runs at a deficit and is made whole with General Fund reserves.

Previous Actions

 

                     On May 18, 1953, by Resolution No. 2115 CMS, the City Council approved a Freeway Maintenance Agreement with State of California, Department of Transportation (Caltrans).

                     On June 24, 1963, by Resolution No. 63-129, the City Council approved a

                     Freeway Maintenance Agreement with State of California, Department of                      Transportation (Caltrans).

                     On February 21, 1995, by Resolution No. 95-20, the City Council approved an Agreement with the State of California, Department of Transportation (Caltrans) relating to maintenance of State highways in the City of San Leandro (Delegated Maintenance Agreement) that provided for maintenance of State highways and establishes reimbursement costs from State.

                     On June 19, 2017, by Resolution Bo. 2017-085, the City Council authorized the City Manager to Execute the Administering Agency-State Agreement No. 04-5041F15 and Program Supplement Agreement No. 025-F to Provide $37,655 in Grant Funds for the Design Phase of the Davis Street (State Route 112) and Carpentier Street High-Intensity Activated Crosswalk (HAWK) Signal Project.

 

Committee Review and Actions

 

                     This project was presented to the City Council Facilities and Transportation Committee on January 5, 2016.

 

Applicable General Plan Policies

 

                     Policy T-2.1: Complete Streets Serving All Users and Modes.  Create and maintain “complete” streets that provide safe, comfortable, and convenient travel through a comprehensive, integrated transportation network that serves all users.

                     Policy T-3.6: Pedestrian Environment.  Improve the walkability of all streets in San Leandro through the planning, implementing, and maintaining of pedestrian supportive infrastructure.

                     Policy T-7.2: Capital Improvements.  Identify capital improvements and other measures which improves the safety of bicyclists, pedestrians, and motor vehicles on San Leandro Streets.

                     Policy T-7.7: Funding. Pursue grants for the improvement of pedestrian, bicycle, and motor vehicle safety, including a greater focus on traffic law and speed enforcement.

 

Legal Analysis

 

The City Attorney will review all agreements for approval as to form before final execution by the City Manager. 

 

Fiscal Impacts

 

These agreements and the amendment’s net cost impact will be approximately $10,000 per year in utility, Caltrans reimbursement, materials and labor costs.  These costs will be absorbed into the existing associated accounts (Stormwater account: 598-58-008; General Fund operating account: 010-31-003) that are managed by Public Work Services.
