1.     CALL TO ORDER

The meeting was called to order at 4:30 p.m.

3.                      DISCUSSION ITEMS

Discussion items did not start in order as scheduled.   City Manager proposed to start with 3B., File 20-080, with the Discussion Concerning Public Safety Cameras at Specified Locations Throughout the City before 3.A, File 20-081 Discussion on CPUC Key Issues & Railroad Safety.

3.A.                     20-081 Discussion on California Public Utilities Commission Key Issues & Railroad Safety

COMMITTEE REQUESTS/DIRECTION TO STAFF:

a.                     Councilmember Lopez would like to invite CPUC members to come back to discuss further when the council members are present to hear more about Railroad safety issues in future Facilities and Transportation meetings.

b.                     Councilmember Lopez would like Dr. Paydar to work with Hoi-Fei Mok on the Climate Action plan and programming.

c.                     Councilmember Lopez invited CPUC members to attend a future Emergency Preparedness meeting to provide additional information on emergency shut offs. 

d.                     Councilmember Lopez would like the City to partner with the Railroad Commission to look at solutions such as signals (cameras) due to the number of railroad crossing fatalities in San Leandro.

e.                     Councilmember Cox asked for clarification on how train engineers operate and deal with trespassers on at-grade crossings.   

f.                     Councilmember Lopez would like to invite the Railroad Safety Division to present to the entire council to share strategies for homeless encampments and safety crossings. 

g.                     Councilmember Lopez will have a draft letter to the Railroad Safety Division to propose San Leandro’s railroad crossings be painted red to identify as a “safe” safety color. 

3.B.                     20-080 Staff Report for Discussion Concerning Public Safety Cameras at Specified Locations Throughout the City

COMMITTEE REQUESTS/DIRECTION TO STAFF:

a.                     Councilmember Lopez inquired if unique data such as burglaries were collected to support the San Leandro crime data analysis.

b.                     Councilmember Lopez inquired about the estimated cost of the TOC Network upgrade. She would like the committee to implement an integrated approach toward public safety and suggested reconsidering the cost to create adequate system capacity.

c.                     Councilmember Cox asked for clarification on the impact on overall video data quality with the proposed Network Infrastructure.

d.                     Councilmember Lopez inquired on the appendix related to the infrastructure to address the pedestrian and vehicle safety. She would like to incorporate 360 degree camera capability at various AC Transit Bus Rapid Transit stops.

e.                     Both members of the Committee recommended that the proposal be advanced to the full City Council for consideration.

 3.C.                     20-082 Staff Report on Project Development Projects

Due to the length of the meeting the Update on the Project Development Projects was postponed until the next Facilities and Transportation Meeting

 3.D.                     20-083 Staff Report on Land Development Projects

Due to the length of the meeting the Update on the Land Development Projects was postponed until the next Facilities and Transportation Meeting

 3.E.                     20-084 Discussion Regarding Future Agenda Items

4. COMMITTEE MEMBER COMMENTS

Assigned Engineering staff have standing meetings with ACTC to discuss funding resources next month and will address some of the camera concerns.

Councilmember Lopez forwarded an email to Director of Engineering and Transportation Cooke on grant funding opportunities for pedestrian safety with additional lighting around BART routes.

Councilmember Lopez would like the City Manager to invite the AC Transit General Manager to perform the ribbon cutting ceremony to the new BRT transit center in June.
