Title
RESOLUTION of the City of San Leandro City Council Approving Consulting Services Agreements with Rincon Consultants Inc. and SWCA Environmental Consultants for On-Call Environmental and Planning Services (in an amount not to exceed $300,000 to be paid for by applicable developer fees)

Body
WHEREAS, in April 2020, the City publicly advertised a Request for Qualifications for on-call environmental and planning services and, through a competitive process, a selection panel recommended that Rincon Consultants Inc., and SWCA Environmental Consultants enter into Professional Services Agreements with the City for said services; and

WHEREAS, agreements between the City of San Leandro and Rincon Consultants Inc., and between the City of San Leandro and SWCA Environmental Consultants, copies of which are attached and incorporated herein, are presented to this City Council; and

WHEREAS, the City Council is familiar with the contents thereof; and

WHEREAS, the City Manager recommends approval of said agreements.

NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:

1. That the City Manager is authorized to execute Consultant Services Agreements with Rincon Consultants Inc. and SWCA Environmental Consultants for On-Call Environmental and Planning Services to be provided on an as-needed basis; and

2. That both firms will be compensated for their work through a deposit paid to the City by project applicants; and

3. That both firms will provide independent environmental analysis and planning services on behalf of the City of San Leandro; and

4. That the City Manager or his designee is hereby authorized to negotiate and approve cumulative amendments to the agreements for exigent circumstances up to a maximum of 25% of the original annual contract amount provided that the amended amounts are available in the project deposit account; and
