SUMMARY AND RECOMMENDATIONS
This project installed Rectangular Rapid Flashing Beacon (RRFB) systems and enhanced pedestrian crossings at Bancroft Avenue and Haas Avenue, and at Williams Street and Dolly Avenue, speed feedback signs along Benedict Drive, and storm drain repairs citywide.
Staff recommends the following actions:
• Accept the work by Ray’s Electric;
• Authorize staff to file the Notice of Completion; and
• Authorize the City Manager to release the performance and payment bonds, and to release the maintenance bonds for the subject project upon successful completion of the one-year maintenance period.
BACKGROUND
Staff routinely receives requests for improvements to crosswalks throughout the City. Based on those requests, staff conducts traffic and pedestrian counts and reviews collision statistics to generate a priority list for installation of enhanced crosswalks.
This contract constructed enhanced pedestrian crossings at two locations. The project included the intersection of Haas Avenue and Bancroft Avenue, and the intersection of Williams Street and Dolly Avenue. The project constructed bulb-outs at the crosswalks of Bancroft and Haas to shorten the crossing distance for pedestrians, installed solar powered pedestrian activated Rectangular Rapid Flashing Beacons (RRFBs), as well as advanced warning signage and striping on the pavement for vehicles approaching each intersection. The improvements on Williams Street at Dolly Avenue increase pedestrian safety and visibility in the vicinity of Woodrow Wilson Elementary School and was constructed to allow for potential revision to accommodate Class IV Bicycle Lanes. In addition, the project installed four speed feedback signs along Benedict Drive in an effort to reduce speed along that stretch of roadway. The project also constructed storm drain repairs citywide, including some along East 14th Street in the downtown area.
ANALYSIS
Ray’s Electric was issued a Notice to Proceed for work on this project on May 25, 2020. The work has been completed and was performed in compliance with the contract documents and City standards.

Previous Actions
• On January 6, 2020, by Resolution No. 2020-006, the City Council awarded a construction contract to Ray’s Electric for $494,009 for the Pedestrian Crossings Improvements 2017-2018, Project No. 2018.5610.
Applicable General Plan Policies
• Goal T-2: Design and operate streets to be safe, attractive, and accessible for all transportation users whether they are pedestrians, bicyclist, transit riders or motorists, regardless of age or ability
• Goal T-3: Promote and accommodate alternative, environmentally friendly methods of transportation, such as walking and bicycling.
Environmental Review
This project is categorically exempt per California Environmental Quality Act (CEQA) Section 15301(c) of the CEQA guidelines. The Notice of Exemption was filed with the Alameda County Recorder’s Office on July 12, 2019.
Summary of Public Outreach Efforts
• Staff presented the plans for the crossing improvements to the Bicycle and Pedestrian Advisory Committee on June 11, 2019.
• On September 17, 2019, staff held a meeting with residents within the influence area of the proposed crosswalk at the intersection of Bancroft Blvd. and Haas Ave. to answer questions and discuss the design and possible design alternatives.
• This project was advertised in the East Bay Express on October 18, 2019 as well as in three other newspapers with circulations that reflect the diversity of San Leandro.
• Staff notified contractors interested in working with the City via email and sent plans to local plan rooms.
• Staff notified property owners by mail that had alterations to their frontages within the public right-of-way.
• Prior to construction, staff notified residents and businesses that would be directly impacted.
