SUMMARY AND RECOMMENDATIONS
This agreement is for recoating of two structures at the Water Pollution Control Plant (WPCP).

Staff recommends City Council adopt a Resolution to take the following actions:
* Approve and authorize the City Manager to execute a Non-Professional Services Agreement with Redwood Painting Company, Inc for $304,763
* Authorize the City Manager to negotiate and approve individual changes orders up to 10% ($30,476) of the original agreement amount
* Authorize the City Manager to negotiate and approve cumulative changes orders up to 20% ($60,953) of the original agreement amount
* Appropriate $365,716 from the Water Pollution Control Plant enterprise fund balance reserve

ANALYSIS
Two structures at the Water Pollution Control Plant need recoating: Secondary Clarifier Number 1 and the Thickener Deck. The current coatings in these structures are degraded and the underlying steel structure is corroding. Recoating these structures now will prevent expensive repairs if the corrosion were to affect their structural integrity.

The Contractor will sand blast the structures to remove any current coating and to remove any corrosion that is already present. They will then use appropriate coatings to protect the structures from further degradation.
