Staff Report for a City of San Leandro City Council Resolution to Authorize the City Manager to Enter the City into a Master Funding Agreement with the Metropolitan Transportation Commission

SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council approve and authorize the City Manager to enter the City into a ten-year Master Funding Agreement with the Metropolitan Transportation Commission. The new agreement will serve as the base contract for distribution and receipt of Federal, State and/or Regional funding for planning, programming, transportation, transit, land use or other projects.
BACKGROUND
The Metropolitan Transportation Commission (MTC) is designated as the Metropolitan Planning Organization and the Regional Transportation Planning Agency for the nine-county San Francisco Bay Area. MTC works with cities and counties to establish and provide resources to meet short and long-term goals including reducing greenhouse gas emissions and making streets safer. From time to time, MTC provides funds to the City of San Leandro for various planning, programming, transportation, transit, and land use projects.
Analysis
A Master Funding Agreement (MFA) with MTC will allow the City, as a recipient, to receive and administer grant funds in an expeditious manner to enable city staff to advance work to improve San Leandro. The MFA specifies the terms and obligations to which the City must adhere to receive grant funding from MTC for planning, programming, transportation, transit, and land use projects. The agreement has a term of 10 years following the effective date. It is general in nature and not specific to any project, thus allowing the agreement to apply to potential future funding opportunities available through MTC.
The terms of the MFA have no force and effect with respect to a project until a program supplement has been fully executed by both MTC and the City. The program supplement agreement specifies the terms and conditions specific to a project. The supplemental agreement details the task items for which grant funding will be reimbursed, the task item deliverable(s) upon which payment will be made, estimated task item budgets, and estimated completion for each task item. Future projects that wish to obtain funding through MTC would be required to enter into separate supplemental agreements. Staff anticipates bringing forward a supplemental agreement in early 2022 for implementing the I-880 Integrated Corridor Management Project which will provide improved traffic management for the City along San Leandro Boulevard and Washington Avenue.
Applicable General Plan Policies
• 14.02 Funding - Aggressively pursue state and federal funding for bicycle and pedestrian improvements, while also including funding for bicycle and pedestrian improvements in the City’s Capital Improvement Program.
• 15.07 Allocation Of Regional Funds - Ensure that the City receives its fair share of the public funds allocated for transit services within the region.
• 20.01 Coordination With Regional Agencies - Work closely with the Metropolitan Transportation Commission, the Alameda County Congestion Management Agency and other agencies to address regional transportation issues affecting San Leandro.
Fiscal Impacts
Execution of the MFA will permit the future transfer of federal, state and regional funds for planning, programming, transportation, transit, land use or other projects awarded by MTC.
