SUMMARY AND RECOMMENDATIONS

 

Staff will present to the Committee a review of the Bicycle and Pedestrian Master Plan and its implementation in San Leandro.

BACKGROUND

 

The City’s adopted Bicycle and Pedestrian Master Plan is updated every five years to maintain the City's eligibility for many bicycle and pedestrian grants.  The current Bicycle and Pedestrian Master Plan was adopted in 2018, and the City retained a consultant in fall 2016 to facilitate a public process to update the plan.  The process utilized the City’s Bicycle and Pedestrian Advisory Committee (BPAC) to guide the consultant and allow a forum for public input and discussion.  The BPAC’s involvement assured that the plan balanced the needs of both bicyclists and pedestrians by identifying deficiencies in the City’s current network and by recommending solutions to overcome those deficiencies.  

 

Analysis

 

The City has recently completed the Bicycle Network West Project which provides a solid framework for the City’s bicycle facilities.  The completion of the project has tremendously advanced the City Council’s vision of providing safe City-wide access to bicyclist, in addition to advancing the San Leandro Bicycle and Pedestrian Master Plan.

 

The presentation will review the growth of the bicycle network, the City’s investment in bicycle facilities and the exciting new projects that are in the development stage.  Additionally, the City’s review will provide a detail breakdown of our bicycle and pedestrian investments that have been included in recent street maintenance and rehabilitation projects.
