SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council approve and authorize the City Manager to enter the City into a Project Funding Agreement with the Alameda County Transportation Commission (Alameda CTC). The agreement will provide $14 Million of Measure BB grant funds for street rehabilitation.
BACKGROUND
On November 4, 2014, the voters of Alameda County, in accordance with the provisions of the Local Transportation and Improvement Act, California Public Utilities Code Section 180000 et seq., approved Measure BB. Measure BB authorized Alameda CTC to administer the proceeds from the extension of an existing one-half of one percent transaction and use tax scheduled to terminate on March 31,2022, and augmentation of that tax by one-half of one percent.
The duration of the tax will be thirty years from the initial year of collection, which began on April 1, 2015, with said tax to terminate/expire on March 31, 2045. The tax proceeds will be used to pay for the investments outlined in the 2014 Alameda County Transportation Expenditure Plan ("2014 TEP"), as it may be amended. A portion of the annual proceeds is designated for discretionary funding of transportation projects within the County, of which $30 Million has been programmed over five fiscal years for the rehabilitation of San Leandro streets.
The City was previously granted $3,000,000 in discretionary funds for fiscal year 2016-2017. The City was also granted $13,000,000 in discretionary funds for fiscal years 2017-2018 and 2017-2019. Agreements were executed for these grant funds.
