RESOLUTION of the City of San Leandro City Council to Approve and Authorize the City Manager to Accept $2.75 Million in Statewide Park Development and Community Revitalization Program Grant Funds Towards the Redevelopment of Memorial Park, located at 1105 Bancroft Avenue

WHEREAS, the State Department of Parks and Recreation was delegated the responsibility by the Legislature of the State of California for the administration of the Statewide Park Development and Community Revitalization Grant Program, including setting up necessary procedures governing the application; and
WHEREAS, said procedures established by the State Department of Parks and Recreation require the Applicant to certify by resolution the approval of the application that is submitted to the State; and
WHEREAS, the City of San Leandro must enter into a contract with the State of California to complete the scope of the project.
NOW, THEREFORE, the City Council of the City of San Leandro hereby RESOLVES that:
The City Council accepts the grant funds, action by the City Manager is approved and execution is authorized to accept $2.75 million in state funds that were awarded to the City of San Leandro towards the renovation of Memorial Park in San Leandro; and
1. Approves the filing of the project application for the specified grant project; and
2. The City of San Leandro, as the Applicant, certifies that it has or will have available, prior to commencement of any work on the project included in its application, sufficient funds as may be required to complete the project; and
3. The City of San Leandro, as the Applicant, certifies it has or will have sufficient funds to operate and maintain the project, and
4. The City of San Leandro, as the Applicant, certifies that it has reviewed, understand, and agrees to the General Provisions contained in the contract shown in the Grant Procedural Guide; and
5. The City Council delegates the authority to the City Manager or her designee to conduct all negotiations, sign and submit all documents, including, but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the completion of the project scope; and
6. The City of San Leandro agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines; and
7. The City of San Leandro, as the Applicant, will consider promoting inclusion per Public Resources Code §80001(b)(8 A-G)
