SUMMARY AND RECOMMENDATIONS

 

Staff recommends the City Council approve and authorize the City Manager to Amend the Consulting Services Agreement with SEED Collaborative, Inc., to include its proposed scope of work to assist with Site Facilitation of the Steven Taylor Sanctity of Life Memorial Park project.

 

BACKGROUND

 

SEED Collaborative supports organizations that are working to create equitable and sustainable communities using the concept of Targeted Universalism (TU). TU entails establishing a universal goal and recognizing that to accomplish that goal, we must acknowledge that, as a result of structural inequities, different groups of people are situated differently within society. As a result, there will be different pathways of reaching the agreed upon goal.

 

SEED proposes to begin its work with the City of San Leandro by facilitating community outreach and engagement in a planning process to construct the Steven Taylor Sanctity of Life Park. This public space will be carefully designed and outreach coordinated with a landscape architect, to create a park area to bolster community understanding, reconciliation, and awareness of belonging among other sentiments, and to promote healing among residents of San Leandro.

 

Previous Actions

 

                     On December 7, 2020, City Council approved the Consulting Services Agreement with SEED Collaborative, Inc., in Partnership with the Perception Institute, to Assist with the Creation of a City of San Leandro Equity and Race Advisory Committee and Development of an Equity Plan.

                     On February 16, 2021, the City Council heard a Presentation on the Creation of a Steven Taylor Sanctity of Life Park. After discussion, staff were directed to place this project on the Capital Improvement Program (CIP) list and include SEED in the facilitation of community outreach.

                     On March 1, 2021, the City Council heard a Presentation on proposed funding for the CIP projects for FY2021-2023, which included the Steven Taylor Sanctity of Life Memorial Park project.

                     On June 28, 2021, the City Council adopted the City Manager’s Proposed Budget for 2021-2022 and 2022-2023.

 

Fiscal Impacts

 

This General Fund project will cost $50,000, which requires increasing the FY2021-2022 Adopted Budget by the same amount ($50,000) in Account 010-12-020-5120.  There will be no off-setting revenues for this project. 

 

Budget Authority

 

This General Fund project will require Council appropriation of $50,000 for Fiscal Year 2021-2022 from the General Fund Undesignated Fund Balance into Account 010-12-020-5120.
