SUMMARY AND RECOMMENDATION
The applicant proposes to develop 18 single-family residences on a 2.4-acre site at 2824 Halcyon Drive with associated circulation and landscaping improvements. Each residence will have two-stories, front, side, and rear yards and an attached two-car garage and two-car driveway. The development will also include 10 street parking spaces and a 4,877 square foot privately-owned open space area for residents' use. Three out of the 18 homes will be affordable housing units per the Inclusionary Housing Requirement Zoning Code Chapter 6.04. The proposed residential development provides needed new housing supply to help the City meet its Regional Housing Needs Allocation goals. Staff recommends that the Planning Commission recommend City Council approval of the proposed project by the following motion and action:
Adopt Resolution 2022-001 recommending City Council approval of a Zoning Map Amendment, Planned Development, Site Plan Review, and Tentative Map for PLN21-0005 located at 2824 Halcyon Drive, based on the Recommended Findings of Fact and subject to the Recommended Conditions of Approval.
