SUMMARY

The San Leandro Non-Represented Part-Time salary schedule has been amended to include a 2% wage adjustment effective July 1, 2022 and administrative changes.

RECOMMENDATION

Staff recommends that the City Council adopt a resolution amending the San Leandro Non-Represented Part-Time salary schedule.

BACKGROUND

Between 2017 and 2020, the Non-Represented Part-Time salary schedule was adjusted annually to comply with City Ordinance No. 2016-010. The City's minimum wage was raised to $12.00 in 2017, $13.00 in 2018, $14.00 in 2019, and $15.00 in 2020. All part-time classifications on the salary schedule received wage increases to incorporate the minimum wage increases and adjust for compaction between classifications.

Analysis

The last minimum wage and salary adjustment for non-represented part-time was effective July 1, 2020. Based on current labor market data, a two percent (2%) wage increase effective July 1, 2022 is recommended. The salary schedule is also revised to accommodate departmental staffing needs, including the creation of a Library Aide classification, and compaction adjustments for Office Assistant II, Office Assistant III, and Maintenance Assistant II classifications. The format of salary schedule was also updated to eliminate excessive salary ranges and obsolete classifications.

Non-represented part-time employees are primarily seasonal or temporary staff employed in the City's Recreation Division and in the Library Department.

Fiscal Impacts

Sufficient funds are in the Fiscal Year 2022-2023 General Fund budget for the proposed two percent (2%) salary increase. This Council action will not impact fund balance because there are funds available in the FY2022-2023 adopted budget.
