SUMMARY AND RECOMMENDATION
Staff recommends the City Council approve and authorize the City Manager to execute the non-professional services agreement with ANI Private Security and Patrol, Inc. to continue security services for facility reservations at the Marina Community Center (MCC), San Leandro Senior Community Center (SCC), Surlene Grant Community (SGC) Room, and City Hall.
BACKGROUND
The City of San Leandro has utilized security companies to provide security services for the MCC and SCC since 2011. Facility reservations are booked at least one month in advance and up to one year, to the day. Security is a renter requirement for all bookings in the Titan Auditorium at the MCC, Main Hall at the SCC, and social events at the SGC Room. ANI Private Security and Patrol, Inc. provided two security officers to patrol and monitor guests at the MCC’s Titan Auditorium, SCC’s Main Hall, and SGC Room during private facility rentals. Services can span Monday - Sunday, anywhere between 8:00 am - 11:00 pm, at a four-hour minimum. Security is present from the start of the rental event through clean-up.
Upon the Limited Reopening of City Facilities in June 2021, the City sought to contract with a security firm to check-in visitors, verify appointments, screen for COVID-19 symptoms, and reinforce required face masks and social distancing. ANI Private Security and Patrol, Inc. provided one security staff stationed at the Kiosk Desk/Community Development offices, Lorraine Blvd. entrance of City Hall.
Funding for this program for the rental facilities is part of the City’s budget and reservation hosts pay security fees at the rate of $65 per hour, incorporated into the reservation fees. During Fiscal Year 2018-2019, the MCC’s Titan Auditorium took in 305 reservations, generating revenue of $233,533.50. The SCC’s Main Hall hosted 688 social events requiring security and brought in $547,385.50 in reservation fees. With the completion of the SGC Room, private rentals are now available to the community.
The goal of ANI Private Security and Patrol, Inc. is to deliver quality security services to both community centers, the Surlene Grant Community Room, and City Hall, including being on-time, providing proper customer service, appropriate patron patrol, and assisting with enforcing facility rules and regulations. ANI Private Security and Patrol, Inc. staff will accept ongoing feedback from reservation hosts regarding the satisfaction of ANI Private Security and Patrol, Inc.’s service. City facility staff will also communicate with ANI Private Security and Patrol, Inc. regularly to ensure proper service and thorough communication.
Previous Actions
• On June 1, 2020, by Resolution No. 2020-050, the City Council approved a Non-Professional Services Agreement with ANI Private Security and Patrol, Inc. in the amount of $65,000 for security services for social events at the Marina and Senior Community Centers in the City of San Leandro
FISCAL IMPACTS
The attached Agreement provides the Compensation Schedule from July 1, 2022 through June 30, 2023. The total compensation for this agreement shall not exceed $135,000, based on the hourly rates stated in the agreement
For facility rentals, the total amount shall not exceed $65,000, based on a 55-weekend year cycle and an estimate of 3 rentals per weekend. Funding for Fiscal Year 2022-2023 in account 010-61-025-5890 is available for a total of $33,607 and an additional amount of $40,000 is proposed in the FY 2022-2023 Budget Amendment.
For City Hall services, the total amount shall not exceed $70,000, based on the open business hours. Funding for Fiscal Year 2022-2023 is proposed in the FY 2022-2023 Budget Adjustment for General Fund-Administration, Account 010-12-060-5120.
