SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council adopt a resolution to approve and authorize the City Manager to execute Amendment No. 1 to the Nonprofessional Services Agreement with BrightView Landscape Services Inc. dba Emerald Landscape ("Emerald Landscape") to continue providing landscaping maintenance at the City of San Leandro Water Pollution Control Plant (WPCP).

BACKGROUND

On October 7, 2020, the City released an Invitation for Bids for an 18-month contract to provide landscaping services at the Water Pollution Control Plant. Emerald Landscape was the low bidder and started service on January 1, 2021 for a term ending June 30, 2022. Staff intends to publish a Request for Proposals for landscaping services first half of Fiscal Year 2023 for services starting in January 2023. This amendment would provide landscaping services for the WPCP while this process completes.

Analysis

From October 7, 2020 to October 29, 2020, the City conducted an open bid process for landscaping services at the City's Water Pollution Control Plant for the period between January 1, 2020 to June 30, 2022. There were five responsive bidders, with total bids ranging from $49,800 to $462,343. Emerald Landscape was the low bidder. Council approval was not required because the agreement was under the $50,000 threshold.

If approved, this amendment will extend the term of the agreement from June 30, 2022 to December 31, 2022 and includes a CPI increase of 4.2%. This increases the not-to-exceed amount by $15,240 for a total of $65,040.
