SUMMARY AND RECOMMENDATION
The Youth Advisory Commission and Staff recommend the City Council amend the Municipal Code Title 1, Chapter 1-3 Boards and Commissions, Article 13 Youth Advisory Commission (YAC), 1-3-1300 Memberships to add Alternates.
BACKGROUND
The Youth Advisory Commission (YAC) serves as a bridge between the youth community and the City Council by making suggestions and providing feedback regarding issues affecting and concerning San Leandro youth. The YAC also provides an opportunity for young people to learn more about civics and the role of local government.
RECOMMENDATIONS
The proposed Municipal Code amendments are to add alternates where the Mayor may nominate and the City Council may appoint additional at large members as alternate Commissioners who must attend all meetings and who will sit as a Commissioner when a regular member is absent. Alternates who attend meetings will not count towards establishing quorum unless they sit in the absence of a regular member. All alternate member votes will be taken as advisory votes to the Commission; when an alternate Commissioner is seated upon the absence of a regular Commissioner, the alternate Commissioner’s vote will be counted for the action.
