SUMMARY AND RECOMMENDATIONS

 

The update for the 2024 Bicycle and Pedestrian Master Plan (BPMP) has begun. Staff will provide an update on the project schedule, community engagement plan, draft vision and goals, and initial existing conditions analysis.

BACKGROUND

 

The last BPMP update was completed in 2018 with a robust outreach process, analysis, project list development, and program recommendations. Since then, the City has implemented numerous bicycle and pedestrian projects throughout the community and completed major corridor planning processes on Bancroft Avenue and Williams Street. Since the last BPMP update, the City also adopted a Vision Zero policy and an accompanying Local Roadway Safety Plan.

 

The Bicycle and Pedestrian Master Plan is a focused update to the 2018 Plan that creates a 5-year work plan of projects and programs to support bicycling and walking in San Leandro.

 

The Alameda County Transportation Commission requires that local jurisdictions update their bicycle and pedestrian master plans every five years. For jurisdictions like San Leandro with robust existing bicycle and pedestrian plans in place, Alameda CTC defines “focused updates” that conduct outreach, best practice updates, and re-prioritization on a more condensed timeline than a full plan process. The current update is a “focused update” under this definition.

 

The 2024 BPMP update will have three phases. First, the project team will assess progress on bicycle and pedestrian projects, review updated safety data, and solicit community feedback on the current state of walking and biking in San Leandro. At this stage the project will propose a draft Vision and Goals.

 

Second, the team will use these inputs and feedback to update the bicycle and pedestrian networks, project recommendations, and policies. These updates will align with the latest industry best practices and recent policy updates from the Alameda CTC and Metropolitan Transportation Commission on safety and complete streets. The proposed updates will be published on the web map for community feedback.

 

Finally, the team will use goals- and policy-aligned metrics to prioritize projects and programs, resulting in a clear five-year work plan for advancing San Leandro’s bicycle and pedestrian networks for people of all ages and abilities. The full draft plan update will be published for public review in the Fall of 2024.

 

The updated plan is scheduled to be adopted by Council by the end of the 2024 calendar year.
