SUMMARY AND RECOMMENDATION

Staff recommends the City Council adopt by resolution the Emergency Operations Plan.

BACKGROUND

The City of San Leandro Emergency Operations Plan (EOP) is a foundational document for emergency management for City staff, key partners, and the community. The City Manager's Office is responsible for the review, revision, management, and distribution
of the EOP.


DISCUSSION

The City of San Leandro is currently covered by an operational area Emergency Operations Plan (EOP) with Alameda County. This plan details how the cities within Alameda County will work together during an emergency. In 2022, the City of San Leandro engaged Tamarack Consulting to develop a City-specific emergency operations plan with a working group of City staff and community organizations. The community organizations included partners from the Resilience Hubs and other local non-profits and businesses. In November 2023, the plan was socialized to team members and staff were trained in two training sessions on how to use the plan. In December 2023, work was completed to share the plan with the California Office of Emergency Services (CALOES) and other government partners.

The City's emergency planning team also sought to include current best management practices in the format of the new EOP, including keeping the plan as concise as possible to comport with the Federal Emergency Management Agency (FEMA) comprehensive preparedness guidance, and to follow the State of California Office of Emergency Services EOP crosswalk.

Adopting the resolution will approve the San Leandro Emergency Operations Plan (EOP) dated January 2024 and authorize the City Manager's Office to forward a City Council approved copy of the EOP to CAL-OES, and to implement future non-substantive revisions to the San Leandro EOP.
