SUMMARY

The City of San Leandro (City), as a federal Community Development Block Grant (CDBG) entitlement jurisdiction, is required by the United States Department of Housing and Urban Development (HUD) to submit a five-year Consolidated Plan, Annual Action Plans, and Citizen Participation Plan (CPP) in order to receive annual CDBG funds that the City utilizes to address community development needs. Many sections of the HUD-mandated CPP have not been updated in nearly 20 years and are due for modernization.

RECOMMENDATIONS

Staff recommends that the City Council adopt a resolution to approve the Amended CPP and the CDBG Contingency Plan.

The Amended CPP (Exhibit A1) encourages community members to participate in the development, revisions, and substantial amendments to the City's CDBG program documents. The updates to the Amended CPP improve the efficiency and flexibility of outreach processes.
