SUMMARY

The City of San Leandro is in the process of finalizing its Comprehensive Parks Master Plan in partnership with WRT, LLC. Amendment No. 3 to the existing agreement extends the term and expands the scope of work to ensure completion of the final deliverables, including council presentation, final plan revisions, and site-specific planning for Washington Manor Park. The amendment increases the contract amount by $29,280, for a total not-to-exceed contract value of $408,892.

RECOMMENDATIONS

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute Amendment No. 3 to the Consulting Services Agreement with WRT, LLC for the Comprehensive Parks Master Plan to increase the contract amount by $29,280, resulting in a new not-to-exceed amount of $408,892.

BACKGROUND

In 1998, the City conducted a Parks Needs Assessment to inform long-term investment in its parks and recreational system. Twenty-five years later, the City, in partnership with San Leandro Unified and San Lorenzo Unified School Districts, seeks to develop a new Comprehensive Parks Master Plan to assess current assets, identify community needs, and guide future investment.

In March 2023, the City Council approved a Consulting Services Agreement with WRT, LLC (Resolution No. 2023-023) to lead the development of the plan. The project includes robust community engagement, an inventory of shared recreational assets, a maintenance and operations analysis, and implementation strategies for both short- and long-term improvements.
