SUMMARY

 

SVI Wicks, LLC submitted Parcel Map 11502, a single-lot subdivision for commercial condominium purposes, located near the intersection of Wicks Boulevard and Farrallon Drive for City Council Approval.

 

RECOMMENDATIONS

 

Staff recommend adoption of the Resolution approving Parcel Map 11502.

 

BACKGROUND

 

The subject property is located on the east side of Wicks Boulvard, between Pike Avenue and Farallon Drive. Behind the rear of the property is an Alameda County flood channel. The property is owned by SVI Wicks, LLC. The overall lot size is 47,750 square feet (0.98 acres) with one existing industrial building of approximately 19,000 square feet. The building is to be subdivided into six separate non-residential condominium units. The land is currently zoned as IP, Industrial Park, which allows for this configuration.

 

Analysis

 

The owner would like to subdivide the land with a condominium map so each unit can be individually owned. The property will be subdivided into six non-residential condominium parcels plus some shared space and a surrounding common interest parcel. The six units are separated by shared walls. The existing building footprint will remain unchanged.  Maintenance responsibilities of each unit and the surrounding common interest parcel area are defined in a Conditions, Covenants, and Restrictions (CC&Rs) document.

 

San Leandro Municipal Code §7-1-515 and §7-1-520 require both a City Planner’s report, and a City Engineer’s report to accompany a parcel map approval.

 

City Planner’s Review: The City’s Planning Division examined the Parcel Map in relation to the existing zoning, the requirements of the General Plan, the applicable Specific Plans and like considerations per the attached City Planner’s report.

 

City Engineer’s Findings: The City Engineer examined Parcel Map 11502 and found that it complies with California State Law and local ordinances.

 

The City’s consulting Land Surveyor is satisfied that Parcel Map 11502 is technically correct pursuant to California Government Code §66445 and the Subdivision Map Act.

 

Current Agency Policies

 

                     Title VII, Chapter 1 of the San Leandro Municipal Code and the State Subdivision Map Act regulate the process for approval of parcel maps

                     Policy LU-7.1: Leveraging Locational Assets. Build on the locational strengths and transportation features of San Leandro's industrial area to support the area's continued development as a major advanced manufacturing, technology, and office employment center

                     Policy LU-7.2: Adaptive Reuse. Encourage private reinvestment in vacant or underutilized industrial and commercial real estate to adapt such property to changing economic needs, including the creation of flex/office space and space for technology-driven businesses

                     Policy LU-7.3 : Zoning Flexibility. Ensure that industrial zoning regulations are flexible enough to achieve the vision of San Leandro’s industrial area as an “innovation ecosystem”, where new methods of production, operations, and design are supported

                     Policy ED-1.1: Leveraging San Leandro’s Assets. Build on San Leandro’s strengths, including its central location, transportation infrastructure, affordability, industrial land supply, and business-friendly environment

 

Environmental Review

 

The Parcel Map is Categorically Exempt from the environmental review requirements of CEQA according to §15315 “Minor Land Divisions” (Class 15) of the CEQA Guidelines.

 

Financial Impacts

 

                     There is no financial impact on the budget as a result of the associated costs in the preparation and processing of Parcel Map 11502, which will be paid by the applicant/owner

                     This Council action will not impact fund balance because there is no financial impact to the adopted budget
