SUMMARY
The subject site, 1 East 14th Street, straddles the boundary between the City of San Leandro and the City of Oakland. An existing 28,813 square foot structure is located entirely on the portion of the property within the City of San Leandro. An existing parking lot is located on the portion of the property within the City of Oakland. The property owner, Greater Grace Temple, proposes to rehabilitate a portion of the existing structure for use as a church and construct minor site improvements. The proposed Memorandum of Understanding (MOU) between the City of San Leandro and the City of Oakland would designate San Leandro as the lead agency for land use approvals, building permits, inspections, and CEQA review. The City of Oakland approved this MOU on December 16, 2025.
RECOMMENDATION
Staff recommend City Council adopt a resolution authorizing the City Manager to execute the Memorandum of Understanding between the City of San Leandro and the City of Oakland concerning the administration of property at 1 East 14th Street.
BACKGROUND
The property owner, Greater Grace Temple, proposes to rehabilitate a portion of the existing structure located at 1 East 14th Street for use as a church and construct minor site improvements. The proposed improvements require the approval of a Conditional Use Permit under the San Leandro Zoning Code. Since the subject site is split between the City of San Leandro and the City of Oakland, an MOU is proposed to clarify responsibilities for the review and approval of the development proposal. The MOU would designate San Leandro as the lead agency for land use approvals, building permits, inspections, and CEQA review. The City of Oakland approved this MOU on December 16, 2025. Following the execution of the MOU, Staff would process the Conditional Use Permit application, which would be subject to review and approval by the Planning Commission.
Analysis
Staff supports the designation of San Leandro as the lead agency because the entirety of the existing structure is within San Leandro. The MOU would allow for orderly and efficient review of the development proposal.
Environmental Review
Pursuant to CEQA Guidelines Section 15061(b)(3), the MOU has no potential to cause a significant effect on the environment, as it simply clarifies administrative responsibilities between the two cities and does not authorize or approve any physical development.
Financial Impacts
Executing the MOU with the City of Oakland will have no fiscal impact.
