SUMMARY
Based on an evaluation of proposals received, Staff recommend awarding a Consulting Services Agreement in the amount of $376,380 to DKS Associates for the design of the Uncontrolled Crosswalk Enhancements Project. The Project will install pedestrian safety enhancements at seven uncontrolled pedestrian crossings in San Leandro: (1) Manor Boulevard and Crosby Street, (2) Manor Boulevard and Thoits Street, (3) Dutton Avenue and Arbor Drive, (4) Farnsworth Street and Devonshire Avenue, (5) 150th Avenue and Lark Street, (6) East 14th Street and Lorraine Drive, and (7) Farnsworth Street and Chapel Avenue.
RECOMMENDATIONS
Staff recommend awarding a Consulting Services Agreement in the amount of $376,380 to DKS Associates to provide professional design services for the Uncontrolled Crosswalk Enhancements Project.
BACKGROUND
The Uncontrolled Crosswalk Enhancements Project was identified through the City’s adopted 2022 Local Roadway Safety Plan (LRSP), specifically from San Leandro Collision Profile #8 ‘Pedestrian Crossing at Unsignalized Intersections,’ which notes that 24% of pedestrian injury collisions occurred at an intersection without a traffic signal. Project locations were selected based on pedestrian collision history and will be designed using the United States Department of Transportation (USDOT) Federal Highway Administration’s (FHWA) Proven Safety Countermeasures to reduce roadway fatalities and serious injuries at uncontrolled pedestrian crossings.
The Highway Safety Improvement Program (HSIP), codified as Section 148 of Title 23, United States Code (23 U.S.C. §148) is one of the core federal-aid transportation programs. The purpose of the HSIP program is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned public roads and roads on tribal land.
The City applied for an HSIP grant and was awarded federal funding under HSIP Cycle 12 for the Project to install crosswalk safety enhancements at seven uncontrolled crosswalks in San Leandro. The locations of these enhancements are as follows:
1. Manor Boulevard and Crosby Street
2. Manor Boulevard and Thoits Street
3. Dutton Avenue and Arbor Drive
4. Farnsworth Street and Devonshire Avenue
5. 150th Avenue and Lark Street
6. East 14th Street and Lorraine Boulevard
7. Farnsworth Street and Chapel Avenue
Locations (1) through (4) will receive rectangular rapid flashing beacons (RRFBs); Locations (5) and (6) will receive pedestrian hybrid beacons (PHBs); and Location (7) will receive crosswalk enhancements. The HSIP grant funds will support both the design and construction phases of the Project.
Analysis
A Request for Proposals (RFP) No. 64283 was published on the City’s website on March 25, 2026 soliciting qualified consultants to develop plans, specifications, and estimates (PS&E) for the Uncontrolled Crosswalk Enhancements project. The RFP requested consultants provide scope of services including project management, stakeholder and utility coordination, and PS&E development (35%, 65%, and 100%) for the design phase of the Project.
On April 22, 2026, Staff received four proposals for the design of the Uncontrolled Crosswalk Enhancements project. The proposal selection committee composed of City Staff reviewed and evaluated the proposals based on the consultant team’s understanding of the project objectives, key risks and challenges; their qualifications; technical expertise performing related work; method of project management; quality control and quality assurance; team composition; and ability to apply San Leandro Business Preference and participation goals to perform the work. After evaluation of proposals received, DKS Associates was selected as the top-ranked consultant.
The scope of work proposed by DKS Associates include additional optional tasks including Design Standard Decision Document Preparation (DSDD) at Location 6 (East 14th Street and Lorraine Boulevard), Potholing, Support During Advertisement and Award, and Construction Support Services. As Location 6 is within CalTrans jurisdiction, a DSDD may be required if utility constraints identified during design introduces curb line modifications. Staff recommend incorporating the proposed optional tasks as part of the scope of services for the project to avoid schedule delays due to contract amendments.
The contract represents Staff’s understanding of the required work including optional tasks anticipated to deliver the project.
Previous Actions
• On February 2, 2026 by Resolution No. 2026-008, City Council authorized the City Manager to Execute Program Supplement Agreement No. F033 with the State of California to accept grant funds for the Project
Applicable General Plan Policies
• Policy T-3.2 Funding: Maximize the City’s eligibility for funding for bicycle and pedestrian improvements and aggressively pursue such funding to complete desired projects
• Policy T-3.7.C - Pedestrian and Bicycle Crossing Improvements: Improve crossings for pedestrians and cyclists at intersections in the City through the use of variable pavement materials, small curb radii, bulb outs, street trees and landscaping near corners, and other measures that shorten pedestrian crossings or increase driver awareness of non-vehicle traffic
• Policy T-7.2 - Capital Improvements: Identify capital improvements and other measures that improve the safety of bicyclists, pedestrians, and motor vehicles on San Leandro streets
Environmental Review
The Project will be required to undergo environmental review and obtain environmental clearance in accordance with the National Environmental Policy Act (NEPA).
Board/Commission Review and Actions
• On November 18, 2025, the Project was presented to the Bicycle and Pedestrian Advisory Commission
• On December 11, 2025, the Project was presented to the City Council Facilities and Transportation Committee
Financial Impacts
The Project design costs are as follows:
Design Contract with DKS Associates $291,290
Optional Services with DKS Associates $ 85,090
Total Design Cost $376,080
Sufficient funds are included in the FY 2026 adopted budget for design services:
HSIP - Federal Grant - 150-36-552: $339,570
Local Match - HUTA - 142-36-552: $ 37,730
Total Design Budget $377,300
This Council action will not impact fund balance because there are funds available in the FY 2026 adopted budget.
