SUMMARY AND RECOMMENDATIONS

This action will confirm the City's commitment to completing the project under the grant terms, approve a project status report, and request construction funds from the granting agency.

Staff recommends approval of a resolution confirming compliance with grant terms, certifying a project report, and requesting allocation of construction funds.

BACKGROUND

This project will improve safety for pedestrians along West Juana Avenue, a street that connects BART to Downtown San Leandro, and security for bicycles at the San Leandro BART station. This project is listed as a high priority in the San Leandro Bicycle and Pedestrian Master Plan and is consistent with the City's Transit Oriented Development Strategy.

This project will improve the pedestrian environment on West Juana Avenue between San Leandro Boulevard and Hays Street by installing high visibility decorative crosswalks and sidewalk bulb outs at all crossings and by adding pedestrian level lighting. This project will also improve bicycle facilities at the San Leandro BART station by installing new electronic bike lockers.

The City will contract for construction of the majority of this project via a competitive bid; improvements adjacent to the Marea Alta project (between San Leandro Boulevard and Carpentier Street), which is currently in construction, will be built by the developer. The electronic bicycle lockers will be supplied and installed by BART's vendor under a contract with the City. Contracts above $50,000 will be brought to the City Council for approval.

The City has already approved using RM 2 grant funds for the design of this project; additional action is required to approve use of the $360,000 in remaining RM 2 funds for construction.
