SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council accept the work and authorize the City Manager to file the Notice of Completion, release the performance and payment bonds and release the maintenance bond upon successful completion of the one-year maintenance period.

BACKGROUND

The project installed a new traffic signal system with protected left turn signal heads for northbound and southbound Washington Avenue, and improved pedestrian accessibility at each corner of the intersection. In addition, safety lights were also installed over the crosswalks to improve lighting for pedestrians. Accessible Pedestrian Signal (APS) push buttons were installed to assist pedestrians who are sight and/or hearing impaired.

The new signal is expected to reduce collisions at this intersection, while enhancing overall safety of both pedestrians and motorists. This project was partially funded with a grant from the 2010/11 cycle of the Highway Safety Improvement Program.

Analysis

Columbia Electric, Inc., a San Leandro based company, has completed the construction. The work was inspected and found in compliance with the contract documents and City standards.

With the successful implementation of this project, the City has improved safety for motorists and pedestrians. The project has generally helped to enhance public safety.

Previous Actions

* On May 20, 2013 by Resolution No. 2013-066, the City Council executed a Program Supplement Agreement to receive federal funds for this project.
* On June 15, 2015 by Resolution No. 2015-109, the City Council awarded a contract for construction of the work to Columbia Electric, Inc.
