SUMMARY AND RECOMMENDATIONS

Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing the City Manager to release the performance and payment bonds, and to release the maintenance bonds for the subject project upon successful completion of the one-year maintenance period.

BACKGROUND

On July 27, 2015, by Resolution No. 2015-144, the City Council awarded the construction contract for the subject project to DeSilva Gates Construction, L.P. The project reconstructed the asphalt concrete section of the roadway, replaced traffic lane stripes and installed enhanced green bike lane stripes at major intersections within the project limits from Williams Street to Hudson Lane/Polar Way. In addition, the project upgraded substandard curb ramps at San Leandro Boulevard intersections at Castro Street and at Harlan Avenue. The project also installed rectangular rapid flashing beacons on the crosswalk at the intersection of San Leandro Boulevard and Castro Street and repaired failed sanitary sewer lines within the project limits.

Approximately one half of the funds for this project were provided by a Federal grant; the City has now met its grant obligation with the construction of the project.

Analysis

The project construction has been completed in accordance with the contract documents and City standards.

The project improved San Leandro Boulevard's Pavement Condition Index (PCI) from 45 to a PCI of 100 which is that of a new road. The pavement rehabilitation was completed by milling off the old surface and replacing with new asphalt concrete.
