RECOMMENDATIONS
Staff recommends that the City Council adopt a Resolution authorizing the City Manager to submit a request to the Metropolitan Transportation Commission (MTC) for the allocation of $67,029 of Fiscal Year 2018-19 Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle project funding to install pedestrian improvements.
BACKGROUND
The Local Transportation Fund, which is a one-quarter percent sales tax in Alameda County initiated by the State Legislature in 1972, funds the TDA grant program. In the nine-county Bay Area region, the MTC makes TDA Article 3 funds available for pedestrian/bicycle purposes. Each year, the MTC allocates TDA funds to eligible claimants after review of applications from counties and congestion management agencies. Alameda County is responsible for submitting an annual program of projects that are implemented by each local agency in the county. TDA funds are distributed by population.
Analysis
Annually, the City applies for TDA funds from the MTC for pedestrian improvements throughout the City. The City is entitled to $67,029 for fiscal year 2018-19. The TDA funds will be used to install disabled access ramps and upgrade sidewalks at various locations. The work will be completed as part of the City's Annual Street Sealing, Annual Sidewalk or Annual Overlay Rehab projects.
