SUMMARY AND RECOMMENDATIONS

This project reconstructed damaged concrete sidewalks, driveway approaches, curbs and gutters, and installed Americans with Disabilities Act (ADA) compliant curb ramps at various locations throughout the City. This work reduces the potential for trip-and-fall incidents, and strives to create a safer walking environment for all pedestrians.

Staff recommends that the City Council accept the work performed by the contractor, Rosas Brothers Construction, authorize staff to file a Notice of Completion, authorize the City Manager to release the performance and payment bonds, and release the maintenance bond for the subject project upon successful completion of the one-year warranty period.

BACKGROUND

On December 7, 2015, by Resolution No. 2015-185, the City Council awarded a $273,945 construction contract for the Annual Sidewalk Repair Project to Rosas Brothers Construction. The contractor completed the following:

* 13,700 square feet of damaged sidewalks;
* 2,600 square feet of driveway approaches;
* 700 linear feet of curbs and gutters; and
* 4 curb ramps at locations where they did not previously exist, as well as upgrades to existing curb ramps to comply with the ADA.

In addition to the work contemplated by the original construction contract, the City also authorized Rosas Brothers Construction to complete additional work by contract change order (CCO). Utilizing the contractor's availability and expertise allowed needed concrete improvements to be completed quickly and efficiently within the allocated budget contingency. These improvements included:

* Emergency concrete repairs to damaged storm inlets;
* Reconstructed T'ai chi pad at Washington Manor Park as requested by the Recreation and Human Services Department; and
