SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council approve and authorize the City Manager to execute Amendment No. 1 to the existing Non-Professional Services Agreement with Adopt a Highway Litter Removal Service of America, Inc. (LRSA) to provide weekly litter abatement on a City adopted section of Interstate 880 in the amount of $31,152 for Fiscal Year 2019-2020, and to extend the Agreement through June 30, 2020, and to execute three additional one-year extensions at the same price subject to CPI adjustments in future years.

BACKGROUND

The California Department of Resources Recycling and Recovery (CalRecycle) issues annual grants for litter abatement and to encourage bottles and cans recycling. The Public Works Department utilizes these funds to remove litter on north and southbound Interstate 880, from JCT 238 to the Oakland border, including on- and off-ramps. Removed materials are taken to Alameda County Industries in San Leandro for sorting and recycling.

On May 22, 2017 Public Works issued Bid No. 16-17.030 for litter abatement. One bid was received on or before the submittal deadline from Adopt a Highway Litter Removal Service of America, Inc. (LRSA). The City entered into contract with LRSA on July 1, 2017.

Analysis
