HIGHLIGHTS
1. CALL TO ORDER
Mayor Pauline Cutter called the meeting to order at 4:00 p.m.

Committee Members present: Mayor Pauline Cutter, Councilmember Corina Lopez and Councilmember Deborah Cox
City staff present: Senior Transportation Engineer Reh-Lin Chen, Engineering & Transportation Director Keith Cooke, Administrative Services Manager Kirsten Foley, Assistant City Manager Jeff Kay, Captain Jaime Knox, Associate Engineer Kyle Lei, Senior Engineer Austine Osakwe, Principal Engineer Michael Stella, City Engineer Nick Thom
Public present: Dominic Chiorare - Arroyo High School, Alyla Nguyen - Arroyo High School, Ivan Oregon - Arroyo High School, Spierce Salazar - Arroyo High School, Verenice Rodriguez - Arroyo High School - attending to observe and to promote alternative transportation to school.

2. DISCUSSION ITEMS
2.A. Discussion Regarding the Police Building and the South Office Expansion
Associate Engineer Kyle Lei presented to the Committee on the Phase 1 design of South Office Expansion.
Committee Requests/Direction to Staff
Committee offered the following suggestions for the project
Consider the following uses for the new South Office meeting room:
Public commission/committee meetings
Emergency shelter
Emergency Operations Center
Storage of provisions to sustain staff during an emergency
Full kitchen
Consider restroom sight lines for both buildings.
Consider unisex restrooms for the lobby area.
2.B. Project Updates
2.B.1 I-880/Davis Landscaping
Principal Engineer Michael Stella provided a brief history of the I-880/Davis Interchange and an update on the current status of the landscaping project.
Committee Members asked if funds can be used to improve the art feature under the freeway. They also recommend that the first priority should be focused on landscaping improvements for the adjoining neighborhoods because they are most impacted by the freeway.
2.B.2 Street Rehabilitation and Maintenance
City Engineer Nick Thom updated the Committee on ongoing CIP projects and provided handouts.
Committee Requests/Direction to Staff
Mayor Cutter requested that the uneven pavement transition from East 14th Street to Stoakes Ave and other side streets installed by the AC Transit BRT project be improved.
2.C. Discussion Regarding Future Agenda Items
a. Pedestrian Crossing Improvement 2017-18 Locations - December 2017

c. I-880/Davis Interchange Landscaping Conceptual Design - February 2018

Committee Request(s)/Direction to Staff:
• Reversing the one-way travel direction on Euclid Avenue - Staff to follow-up
• Bancroft Middle School drop off zone reconfiguration - Staff to research path needed to bring to Committee, including how and when to involve SLUSD
• Pools - permitting process via a land swap
• Chabot Park and agreement with EBMUD - Staff to place on the Future Agenda Items
3. PUBLIC COMMENTS:
Arroyo High School students’ interest was in public school drop offs and landscaping choices to improve air quality. Student Spierce is aware of the congestion in the morning at school drop off zone. He is gathering information to help in editing or creating a policy that allows for the increase of the use of bikes, electric cars, etc.
Mayor Cutter requested his contact information so she can provide resources so they can proceed with their research.
4. COMMITTEE MEMBER COMMENTS:
Committee expressed the need for a dog park east of I-880. Potential locations were mentioned, such as the Downtown Park, fire training area, Creek Trail, or Chabot Park. Staff will research feasibility.
Councilmember Cox was excited to see the crosswalk equipment on Estudillo and Collier near Rite-Aid.
K. Cooke commented that this is a temporary installation in advance of the permanent improvements; project is currently in design. Another temporary installation is located at Bancroft and Dowling.
